Türkiye'de Emek Kesiminin Kamu Bütçesi Karşısındaki Konumu: 2004-2010

Abstract

Bu çalışmada, Türkiye’de emek kesiminin kamu bütçesi karşısındaki nihai mali pozisyonu saptanmaya çalışılmıştır. Bu amaçla emek kesiminin kamu bütçesi ile olan ilişkisinin fayda-maliyet analizi yapılmıştır. Ulaşılan bulgular, Türkiye’de emek kesiminin kamu harcamalarından önemli ölçüde faydalandığını göstermektedir. Ancak kamu bütçesine aktardığı kaynaklar da dikkate alandığında, emek kesiminin kamu bütçesi karşısındaki konumu değişmektedir. Zira emek kesimi faydalandığı kamu harcamalarından daha fazlasını kamu bütçesine aktarmaktadır. Bu durumda, emek kesimi açısından ayrıca vurgulanması gereken iki sonuç ortaya çıkmaktadır: Bunlardan birincisi, incelenen dönem boyunca, Türkiye’de sosyal ücretin finansman kaynağının ücret gelirleri olduğudur. Zira emek kesimi faydalandığı kamu hizmet ve harcamalarını kendisi finanse etmiştir. İkincisi ise, emek kesiminin kamu bütçesi karşısında net vergi ödeyicisi pozisyonunda olduğudur.

    Note: [English Title] The Position of the Working Class across the Public Sector Budget in Turkey: 2004-2010 [English Abstract] In this study, the net financial position against the public budget of the working class in Turkey is tried to be determined. For this purpose, of the cost-benefit analysis used in order to find out the relationship between the working class and the public budget. Findings obtained show that the working class in Turkey has benefited from public expenditure significantly. However, the revenues transferred by the working class are more than the amount of public expenditure that it benefited from the public budget. In this case, two results pertaining the working class are: The first one is that, during the period under review, wage income is the funding source of the social wage, in other words this class funds the public services and expenditures, it derives from the budget. The second result is that the working class is in a position of net tax payer in the face of the public budget. [English Keywords] Social Wage, Net Tax, Public Budget, Redistribution.
