Tüketimin Karşı Devrimi: Türkiye'de 1980 Sonrası Uygulanan İktisat Politikalarının Toplumsal Sonuçlarına Eleştirel Bir Bakış

Abstract

Türkiye ekonomisi, 1980 sonrasında çok hızlı ve toplumsal dinamiklerini altüst eden bir sermaye birikim rejimi doğrultusunda gelişim göstermiştir. Bu dönemde devletin kuruluşundan itibaren modernleşme, devletçilik, kooperatifçilik, sanayileşme gibi kavramlarla çerçevelenen geleneksel ekonomik büyüme yaklaşımı terk edilerek; ulusal sermaye ile uluslararası finans kapitalin bütünleşmesinin yoğunlaşmasının harekete geçireceğine 'inanılan' yeni bir büyüme modeli uygulamaya konulmuştur. Özelleştirme, serbestleştirme, kuralsızlaştırma ve yerelleşme deneyimlerinin yaşandığı 1980 ve 90ların Türkiye'si, tüketimin, aşırılaştırılmış bireyselliğin, yoksulluğun ve depolitizasyonun egemen olduğu bir ortama mahkûm edilmiştir. Ulusal ekonomik-politik-kültürel birikimlerin çok uluslu sermaye karşısında değersizleştiğini ileri süren neo-liberal ideoloji, bireylerin tüketime odaklanmaları gerekliliğini vurgulamakta ve 'tüketim merkezli yaşam biçimini' karşı devrimin temel aracı olarak kullanmaktadır. Bu çalışma kapsamında, tüketim hegemonyasının geçmişten gelen toplumsal birikim üzerindeki tahribatı ile geleceğe yönelik yıkıcı sonuçları yeniden tartışmaya açılacaktır.

    Note: [English Title] Counter Revolution of Consumption: A Critical Perspective to the Social Outcomes of Economic Policies after 1980s in Turkey [English Abstract] After 1980, Turkish economy had a development in accordance with a very fast capital accumulation regime that overturned social dynamics. In this period, while leaving the traditional economic growth perspective which was framed from the beginning of foundation of the government and by the concepts such as modernization, statetism, cooperativism, industrialization, a new growing model, which is‘believed’ to be evoked by the integration-concentration of national capital and international finance capital, has been put into practice. 1980’s and 90’s Turkey, lived privatization, liberalization, deregulation, localization experiences, had condemned an environment dominated by consumption, heavy individualization, poverty and depolitization. Neo-liberal ideology, putting forward triviality of national economic political-cultural accumulations in the presence of multinational capital, stresses the necessity of the individuals’ focusing on consumption and uses ‘consumption centric life style’ as a basic instrument. In the scope of this study, the damage of consumption hegemony on the social accumulation coming from the past and subversive results of it relating to the future will criticized again.
