Türkiye'de Bölgeler Arası Gelişmişlik Düzeyi Ve Gelir Dağılımı Eşitsizliği: Kuznets Eğrisi Geçerli Mi?

Abstract

Kuznets (1955) ünlü makalesinde ekonomik kalkınmanın ilk aşamalarında gelir eşitsizliğinin kalkınma ile birlikte artacağını, ancak ekonomik gelişme devam ettikçe önce gelir eşitsizliğinin artma eğiliminin duracağını, ardından da azalacağını ileri sürmüştür. Kuznets'in ABD, İngiltere ve Almanya'nın sınırlı veri seti ile ulaştığı bu hipotez, günümüze kadar birçok çalışmanın konusunu oluşturmuştur. Kuznets'in teorik zeminden yoksun bu yaklaşımına gerek ampirik gerekse de teorik yaklaşımlarla bir zemin oluşturmayı amaçlayan ve bu alandaki literatürü derinleştiren birçok çalışma yapılmıştır. Biz bu çalışmada Türkiye'nin verilerini kullanarak Kuznets Eğrisinin Türkiye için geçerli olup olmadığını test etmeyi amaçladık. Ancak Türkiye'nin gelir dağılımına ait tutarlı ve anlamlı bir zaman serisi olmadığından, Türkiye'nin "Düzey 2" olarak tanımlanmış farklı gelişmişlik düzeyine sahip bölgelerinin gelir dağılımı verileri kullanılarak kesit analizi yapılmıştır. Elde edilen sonuçlara göre Türkiye'de Kuznets Eğrisi ters-U şeklinde değil, U şeklindedir. Üçüncü dereceden belirlenen bir fonksiyonla yapılan analizde de Türkiye'ye ait Kuznets Eğrisinin U şeklinde olduğu görülmüştür. Yani Türkiye'de büyüme/kalkınma ile gelir dağılımı eşitsizliği arasında önce ters yönlü ancak daha sonra aynı yönlü bir ilişki mevcuttur.

    Note: [English Title] INTER-REGIONAL DIFFERENCIES IN TERMS OF DEVELOPMENT AND INCOME INEQUALITY IN TURKEY: IS KUZNETS INVERSE-U CURVE VALID? [English Abstract] Kuznets (1955) pointed out that in the beginning of development process, when development improved, income inequality increased. But in the middle of development process, income inequality will decrease concurrently with development. Kuznets Curve has not been accepted drastically. It is still unproven. This study investigates the relation between income inequality and economic growth, namely, the Kuznets inverse-U curve, in Turkey. Because of the absence of reliable time series data for Turkey, we postulate that data of income inequality and GDP per capita on about regions that are defined by nuts 2 impersonates the process of Turkey's development. Estimation results gathered from cross-section analysis show that there is no evidence of a significant inverse Kuznets curve for Turkey in this study.
