Suç Sanayiinin Bir Alanı İnsan Ticareti: Türkiye Açısından Bir Değerlendirme

Abstract

Uzun bir geçmişe sahip; yoksulluk, güç dengesizliği, ucuz emek istemi gibi iktisadi ve sosyal nedenler ve sosyal çalkantıların beslediği insan ticareti küreselleşmenin olumsuz etkileriyle birlikte bugün küresel ölçekte giderek artan organize bir suç olgusu ve küresel bir sorun alanına dönüşmüştür. Bu çalışmada Türkiye'de insan ticareti olgusunu, özellikle "kadın ticareti" bağlamında irdelenmiştir. Bu amaca yönelik olarak öncelikle "insan ticareti" olgusuna ilişkin temel kavramlara yer verilmiştir. Bu çerçevede insan ticaretinin tanımı, nedenleri, türleri ve konumlarına göre ülke tanımlarına değinilmiştir. Son aşamada ise, Türkiye'nin konumu ve Türkiye'de insan ticaretinin boyutu bazı göstergeler dikkate alınarak belirlenmeye çalışılmıştır. Organize suçların yakından ilgili olduğu etkinlik alanlarından biri olan insan ticaretine ilişkin sayısal verilerin elde edilmesi çok mümkün olamamaktadır. Bu nedenle Türkiye'de insan ticaretinin boyutuna ilişkin bulgular için ulusal ve uluslararası araştırmalardan, alan çalışmalarından ve yurt içinde saptanan olaylardan yararlanılarak bazı irdelemeler yapılmıştır.

    Note: [English Title] HUMAN TRAFFICKING AS A FIELD OF CRIME INDUSTRY: AN EVALUATION FOR TURKEY [English Abstract] Feeding from economic and social reasons like poorness, power imbalanceness, cheap labor demand and social turnoils human trade which have long past have transformed to a phenomenon 's of organize crime which have gradually increased at global scale anda global problem square nowadays. At this study, the phenomenon of human trafficking, especially in context with "women trafficking " was scrutinized. To achieve this purpose, first of all basic terms regarding with the phenomenon of human trafficking were given place. At this frame, the definition of human trafficking, reasons, types and position of tlıe human trafficking were examined. At last part, position of Turkey and dimension of human trafficking in Turkey were endeavored to be determined by taking attention some indicators. To acquire the numerical data regarding with human trafficking which is being a efficiency area of closely concerned with organize crimes is not possible. By this reason, for findings which is regarding with the dimension of the human trafficking were scrutinized by putting account from national and international investigations and some domestic events.
