Abstract

Saydamlık Tam Rekabet Koşullarının (TRK) bir sine qua non 'u, yani olmazsa olmazıdır. Yerleşik ekonomi anlayışı ve eğitimi (mainstream economics) için de, TRK bir sine qua non dur. Bu durumda bir yandan ekonomi bilimi diğer yandan ekonomi eğitimi eleştirilmekte iken, son yirmi yıl içinde bilgi teknolojilerinde gerçekleşen gelişmeler ve ortaya çıkan olanaklar bilgi ve bilgilenmenin önemini son derece artırmış bulunmaktadır.Küreselleşme süreci (ironik bir biçimde) saydamlık (şeffaflık) taleplerini de gündeme getirmiş ve artırmıştır. Yeni teknolojiler yepyeni saydamlık olanakları sağlamış, büyük ölçüde geliştirmiş ve (saydam olmanın) maliyetlerini düşürmüştür. Ancak iletişim ve bilgilenme olanaklarının artması tam rekabet koşullarının garantisi olmadığı gibi, artan olanakların saydamlığı kendiliğinden arttıracağı da kesin değildir. Bu çalışma artan, çeşitlenen saydamlık olanaklarıyla de facto saydamlık arasındaki asimetriyi sorgulama amacına yöneliktir. Dünyamızda gelişen bilgisayar ve internet teknolojileri sayesinde saydamlık olanakları hızla artarken yolsuzluk (corruption) girişim ve eylemleri de daha organize hale gelmiştir. Son 11 yılda Türkiyenin Uluslararası Saydamlık Örgütünün Yolsuzluk Endeksinde (Corruption Perceptions Index) ülke-sıralamasında aldığı yer her ne kadar bir iyiye gitmişse de, bizatihi endeksin Türkiye 'ye verdiği puan cinsinden durumun kaydadeğer bir gelişme içermediği gözlenmektedir.

    Note: [English Title] On Transparency (2): The De Facto Situation and A Discussion [English Abstract] Transperancy is a sine-qua-non of "perfect competition ", which has traditionally been a keystone of mainstream economic instruction. During the past two decades, rapid developments in information and information-dissemination technologies have increased both the availability of information and the importance of "knowledge" as an asset; and meanwhile a rising wave of globalization has intensified demand for increased transparency. Globalization has increased and popularized demand for transparency ironicaly. New technologies have provided opportunities for enhanced transparency, have developed new means of achieving more extensive transparency and have reduced the cost of attaining it. However, as enhanced communication and information-dissemination can not, by themselves, guarantee the existence of perfect competition, so too there are no guaranrees that the increased opportunities deriving from these technological developments would automatically enhance transparency. This study aims at questioning the assymetries between increased opportunities for transparency and de-facto transparency. Developments in digital and worldwide web technologies have enhanced transparency, but meamwhile, paradoxically, corruption has become more organized. Although Turkey's rank in the Corruption Perceptions lndex produced by Transparency International seems to have gotten better, there have been no significant improvements in terms of grade-points she is given.
