Abstract

В статье раскрыты элементы зарубежных моделей финансирования инновационной сферы, описаны основные инструменты прямого госбюджетного финансирования НИР и организационно-финансовые механизмы косвенных методов государственного стимулирования инноваций на общенациональном и региональном уровнях. В выводах выявлены пути некапиталоёмкой политики бюджетного финансирования активизации инновационной составляющей российской экономики.Целью работы является оценка опыта ведущих стран мира в области формирования оптимальных механизмов расходования средств бюджетной поддержки активизации деятельности субъектов инновационного цикла. Объектом изучения стала структура государственного финансирования инновационных процессов в национальной экономике. Конечным результатом исследования выступила совокупность рекомендаций по путям совершенствования федерального и регионального уровней бюджетного финансирования инновационной государственной политики в России.
