O financiamento público na perspectiva da política social

Abstract

This article deals with the relation between public sector borrowing requirements, fiscal budget and public policies. It presents a vision committed to the preservation of social expenditure priorities and to the long run maintenance of this expenditure, at odds with the current predominance of short-term visions and policy approach that focus on the fiscal adjustment. The emphasis here inverts the usual logic, which treats social policies as a residue in the decisions about the allocation of public resources. The article fits together fiscal and financial aspects of public finance and discusses the main areas of social expenditure, stressing the expenditure on health care.
