Abstract

ste ensayo discute la relación entre las pautas de cambio tecnológico y el desarrollo económico desde una perspectiva evolutiva. Aquí sostenemos que las modalidades y el ritmo de tales dinámicas conjuntas están sumamente influidas por el surgimiento de nue¬vos paradigmas o regímenes tecnoeconómicos. Las tic son las impulsoras del paradigma actual, el cual, nos proponemos mostrar, está todavía en un estadio de difusión incipien¬te, particularmente en los países en desarrollo. A partir de la evidencia histórica, argu¬mentamos que la aproximación de los países en desarrollo depende decisivamente de su capacidad para dominar la tecnología inherente al paradigma tecnoeconómico dominan¬te. Más adelante discutimos las amenazas y las oportunidades relativas a una posible ruta de desarrollo con base en las tic.
