Crecimiento global y “reciprocidad implícita”. Un modelo estructuralista

Abstract

En este documento se argumenta que las ideas estructuralistas son particularmente úti¬les para discutir el crecimiento mundial en tiempo de crisis. Son tres los puntos principales del documento. El primero es que las políticas específicas para promover el cambio estructural en la periferia, tanto a nivel nacional e internacional son necesarias para incrementar la participación de la periferia en el comercio mundial. Automática o recíprocamente se asegura que mayores exportaciones de la periferia darán lugar a más importaciones, de esta forma el centro no padecerá por el crecimiento de las exportaciones. Además, hacemos hincapié en la interrelación y complementariedad entre las políticas fiscales y las políticas industriales y tecnológicas dirigidas a promover cambios estructurales en la periferia. Las dos políticas deberían combinarse para evitar el desequilibrio externo y las respuestas proteccionistas. Finalmente, sugerimos que los principales esfuerzos para el desarrollo institucional y la coordinación internacional son necesarios para evitar una escalada de medidas proteccionistas en el sistema internacional.
