Bancarisation De La Paie Et Comportement D’Epargne Des Fonctionnaires De L’Etat En Territoire De Mahagi, Province De L’Ituri En Republique Democratique Du Congo

This study examines the impact of the payroll banking reform on the saving behavior of civil servants in the Mahagi territory of the Democratic Republic of the Congo. Although this policy aims to streamline public finances and promote financial inclusion, the findings reveal a predominant "all-cash" phenomenon, characterized by the full withdrawal of salaries as soon as they are made available. Employing an inductive methodological approach and a survey of 160 public agents, the research demonstrates that the meagerness of income is the primary structural determinant of the lack of formal savings, as wages generally remain below the threshold of incompressible consumption. The analysis also highlights significant institutional and logistical barriers. A deep crisis of confidence in the banking system, fueled by liquidity risks and poor service quality, along with the geographical distance of bank branches, reinforces a strong preference for absolute liquidity. High transaction costs and operational failures ultimately reduce bank accounts to mere technical transit instruments. In conclusion, the study emphasizes that the effectiveness of banking as a lever for mobilizing local savings remains dependent on a substantial improvement in purchasing power and the strengthening of banking network reliability in rural areas.
