¿Turismo como herramienta para el desarrollo social y regional en México? El Programa Pueblos Mágicos, hijo pródigo de la contradicción del discurso

Abstract

El objetivo de este trabajo es el estudio y el relacionamiento del ingreso al programa Pueblos Mágicos (PPM) – un programa turístico del nivel federal en México que combina la mercantilización de los bienes, servicios y de manifestaciones intangibles de la sociedad y territorios mexicanos – por municipalidades de las regiones sur y sureste de México con el índice de rezago social, con el fin de determinar si el turismo, promovido por el gobierno mexicano como herramienta para el desarrollo económico y social, tiene efectos positivos en el rezago social de la región, para ello, se establecen cinco microrregiones. Se añade información sobre migración internacional, que muestra que las municipalidades pertenecientes al programa son más atractivas para poblaciones extranjeras que benefactoras para la población local, en términos de desarrollo social y económico. El artículo concluye con una crítica a la política del turismo y demuestra su incapacidad para contribuir al desarrollo regional.
