Abstract

En el marco de la globalización y el neoliberalismo, los países con potencial y diversidad de recursos naturales, culturales y paisajísticos como México, han definido en las últimas dos décadas una tendencia a ofertar los parajes turísticos como un producto libre al mercado nacional e internacional. En este escenario, ha provocado de manera colateral -en pro del desarrollo y atracción de divisas- impactos ambientales y culturales negativos en las localidades rurales. La privatización de los parajes turísticos, segrega en muchos de los casos el desarrollo de las comunidades nativas, condenándolas a la servidumbre y agudizando su pobreza, encareciendo los productos básicos, contaminando sus recursos hídricos, rebasando la capacidad de carga de su infraestructura, agregando por sustitución nuevas costumbres, aumentando la prostitución y otras actividades negativas asociadas al servicio turístico y recreacional. El presente artículo muestra los resultados de la investigación que revisa y evalúa de una manera crítica las acciones de intervención para el fortalecimiento de la vocación turística de los principales parajes rurales en la Huasteca Potosina. Toma como marco teórico los principios de desarrollo sustentable planteados por Toledo (2000), y el modelo de desarrollo comunitario Tetreault (2004), así como el código ético mundial para el desarrollo turístico ONU (2001).
