Abstract

El turismo se ha considerado una actividad de gran efecto multiplicador en la estructura económica, razón por la cual los gobiernos de diversos países la han tomado como estrategia central para la promoción del desarrollo económico. Esta medida ha llevado al diseño e instrumentación de políticas públicas en el nivel central sin toma en cuenta en estos procesos a la población local, lo que repercute generalmente de manera negativa en el desarrollo local de las comunidades que se encuentran involucradas en las áreas donde se establecen proyectos turísticos que generalmente se llevan a cabo en el esquema de enclaves.
