Participación Ciudadana Especializada. Mecanismo Incluyente Para La Elaboración De Políticas Públicas

Abstract

El eje central del presente ensayo atraviesa dos principales conceptos: la opinión pública y la participación ciudadana. Del análisis que se realiza de estos elementos de manera particular, y posteriormente de la relación e interacción que existe entre ellos, surge la propuesta de crear un sistema que pretende colaborar con la constante búsqueda y construcción de una sociedad más participativa, y procesos democráticos de representación y atención a las necesidades de la sociedad civil. Del análisis realizado se plantea la propuesta de crear un sistema que llamamos Participación Ciudadana Especializada, el cual consiste en procesar la opinión pública a través de organizaciones de la sociedad civil, que a su vez procesan y transmiten ésta información a los legisladores de la cámara baja, con el objetivo de construir políticas públicas que partan de la opinión pública de manera estandarizada.
