Políticas públicas, instancias locales débiles y actores: El Pesa en Guanajuato

Abstract

Este trabajo aborda la política pública diseñada y aplicada al campo mexicano. Por encima del reconocimiento al papel pionero hecho por el Banco Mundial (BM) y la Organización para la Cooperación y el 0Desarrollo Económico (OCDE) destaca la baja efectividad del combate a la pobreza, especialmente alimentaria y las limitaciones que enfrenta al incluir diversos actores e instancias débiles para operarla, este es el caso de los Consejos Municipales de Desarrollo Rural Sustentable (CMDRSs) que la Ley de Desarrollo Rural Sustentable establece. Tras exponer algunos resultados del Programa Especial para la Seguridad Alimentaria (PESA) aplicado en la Sierra Gorda guanajuatense, ejemplifica la debilidad de las instituciones y la influencia que tienen los actores locales con mayor poder en los resultados del PESA.
