Abstract

A comienzos del año 2001, visitaron Madrid Oscar Benavides, Alcalde de la ciudad de Ate, próxima a Lima, Perú; y William Moreno, Presidente del Consejo Peruano de Autogestión (COPPA), que a la sazón actuaba como asesor técnico de la alcaldía de Ate. En un almuerzo que compartimos los tres, me contaban la triste situación de los municipios peruanos, dependientes económicamente del gobierno central, con pocos recursos para dar satisfacción a las muchas necesidades de sus poblaciones y como las organizaciones de integración y federación municipal estaban controladas por el poder de Lima por lo que sus reivindicaciones eran muy limitadas y sin querer presentar dificultades al gobierno, pese a sacrificar los intereses de sus comunidades tan necesitadas.
