Abstract

Los primeros estudios sobre política exterior fueron abordados desde un punto de vista histórico y se abocaron a la diplomacia de la Revolución de Mayo y a las misiones al extranjero para buscar un príncipe europeo que quisiera hacerse cargo de una virtual monarquía en el Río de la Plata. Había una serie de referentes (Manuel Belgrano entre ellos, un ferviente monárquico) que propugnaban la monarquía para la Argentina. Debemos tener en cuenta que por esa época estaba en pleno auge la política del Congreso de Viena, que instaló como paradigma político la Restauración monárquica frente a lo que fue la experiencia republicana y del Imperio francés. Allí empiezan, yo diría, los estudios de la política exterior en nuestro país. También se vislumbran, en ese lapso, distintos escritores que se ocuparon de las negociaciones con Gran Bretaña en 1825 y de la Guerra del Brasil; y de estudios en la época de Juan Manuel de Rosas, abocados a las tensiones y negociaciones en torno a las relaciones argentinas con Gran Bretaña y Francia.
