Ciclos Electorales Y Ciclos Políticos En La Argentina: 19832008. ¿Democracia “De Uno O De Dos Motores”?

Abstract

Desde la recuperación de la democracia en 1983, la Argentina ha demarcado sus ciclos políticos al ritmo de los períodos electorales y mandatos presidenciales, marchando siempre (tomando una imagen de Giovanni Sartori) “con una locomotora de un solo motor”. El presidencialismo les dio forma a estos ciclos, pero también las propias características de la cultura política, la evolución del sistema de partidos y liderazgos, y las experiencias de gobierno que, a lo largo de las últimas tres décadas, atravesaron –en diferentes contextos y con diversa suerte– por comparables etapas de ascenso, estabilidad y crisis. Este trabajo analiza las particularidades de dichas constantes, sus momentos de disrupción y las condiciones para otro tipo de dinámica de relación política y funcionamiento institucional, que permitan pensar en una “democracia de dos motores” como horizonte.
