Coordinación Fiscal de las participaciones entre la Federación y las Entidades Federativas 1980-2020

Abstract

El Sistema Nacional de Coordinación Fiscal cuyos fundamentos básicos parten desde 1980, normado mediante la Ley de Coordinación Fiscal (LCF), está integrado principalmente por las participaciones, tomando en consideración esto y para realizar la investigación se construyeron tres escenarios; el primero se planteó a corto plazo realizando un análisis de lo que sucede actualmente y como es mejor simplificar el sistema de participaciones federales, utilizando como única variable la población; el segundo y tercero escenario son considerados a mediano plazo ya que implican la propuesta de una reforma más profunda, a través de asignar el Impuesto al Valor Agregado a las entidades federativas y con ello lograr una autentica descentralización; y finalmente analizar la creación de un Organismo Público Descentralizado y Autónomo para el cobro de los impuestos.
