Programa de Desarrollo Local y Comunitario desde la Cultura. Una mirada al municipio Guantánamo

Abstract

El Programa de Desarrollo Local y Comunitario desde la Cultura potenciado por el Centro de Intercambio y Referencia de Iniciativas Comunitarias (CIERIC), tiene dentro de sus objetivos fomentar el Desarrollo Local Sostenible en doce municipios cubanos, a partir de activar las potencialidades de la economía de la cultura y la responsabilidad ciudadana en el diseño, gestión y evaluación de las políticas y estrategias de desarrollo. Exponer los resultados alcanzados con su aplicación en la primera etapa 2012-2016 en el municipio Guantánamo se convierte en el objetivo central del trabajo. Enfocar el estudio permitió emplear la observación científica, el análisis de documentos y la entrevista como principales métodos para la obtención de la información, expresada en resultados como: la elaboración de la Estrategia de Desarrollo Local desde la dimensión cultural; la Estrategia de Capacitación del Programa y la Ruta Cultural Turística. El trabajo y la formación de actores sociales mediante modalidades educativas que facilitan la participación y el trabajo grupal durante su aplicación; contribuyó a visualizar las potencialidades que como municipio se tenían y la necesidad de perfeccionar la gestión cultural que se realiza; a lo que se suma como desafío el acompañamiento a la implementación de las estrategias e iniciativas que en función del desarrollo local se han intencionado.
