Abstract

Los hechos y la experiencia demuestran que desde su origen como Pacto Andino la ahora llamada Comunidad Andina de Naciones no tenía una perspectiva exitosa como organización supranacional. En la práctica, que al final es la que interesa, su trayectoria marcada por habituales incumplimientos de acuerdos, se ha desenvuelto a partir de relaciones intergubernamentales, lo que difiere de un proceso de integración propiamente dicho. La constatación de su realidad histórica, en que han prevalecido lo político sobre lo económico, los intereses internos sobre lo comunitario, lo circunstancial sobre lo institucional y las ideologías sobre los posibles consensos, verifica su inviabilidad intrínseca.
