Percepción de la equidad tributaria

Abstract

La equidad es el principio que más interés suscita cuando se plantea un proceso de reforma tributaria porque de la percepción que tengan los contribuyentes de la justicia en la distribución de las cargas fiscales dependerá la legitimización y por ende la aceptación social del sistema tributario. Esta investigación aborda la temática en el municipio de Santiago de Cuba, específicamente en el Impuesto sobre los ingresos personales (ISIP) que pagan los trabajadores por cuenta propia en el año 2017. Se confeccionaron cuestionarios para aplicarlos a especialistas de la Oficina Nacional de Administración Tributaria (ONAT) y a una muestra de contribuyentes que se dedican a ejercer la actividad de transporte y alimentos. Los principales resultados muestran que la ONAT tiene pleno conocimiento del principio de equidad pero no emplea ninguna metodología para evaluarla, y los contribuyente perciben que además del Ingreso bruto anual y la deducción de gastos de la actividad existen otros factores que deberían tomarse en cuenta para lograr un mayor acercamiento a su capacidad contributiva.
