Libertades y limitaciones institucionales a la cooperación intermunicipal. Una aproximación a los casos de Mendoza (Argentina) y Sevilla (España)

Abstract

El presente artículo analiza las políticas públicas de fomento para la creación y fortalecimiento de organismos intermunicipales desarrolladas por niveles superiores de gobierno. Dado el desarrollo incipiente de este tipo de experiencias en Iberoamérica, se propone un análisis comparado entre la Provincia de Mendoza (Argentina) y la Provincia de Sevilla (España), en donde la creación de estos organismos se encuentra en plena actividad. En función de estos desarrollos, reflexionaremos en torno a las restricciones institucionales y económicas más relevantes que dificultan la ejecución de proyectos articulativos intermunicipales.
