Sistema Tarifario Del Agua: Una Aproximación Para Su Gestión Responsable. Caso Parral

Abstract

Uno de los tantos problemas que enfrenta México es el abastecimiento de agua potable para el conjunto de la población, y la Ciudad de Parral no es la excepción. Podemos señalar que los elementos centrales del origen del problema en la Ciudad de Parral son: el rezago de la inversión hidaraúlica que, al no ir a la par del crecimiento poblacional, ha generado un déficit galopante del agua; y, por otro lado, el modo de gestión del servicio y la preferencia dada a los usos industriales han impedido el control y la racionalización tanto en la explotación de este recurso, como en su distribución.
