Abstract

La cooperación descentralizada es cualquier ayuda para el desarrollo gestionada a través de agentes o instituciones que no son parte de la Administración Central del Estado, siendo éstos oficiales o parte de la sociedad civil, en países donantes o receptores (Comisión, 1992). Por otra parte, en los países miembros de la UE prevalece una definición más restringida para la cooperación descentralizada, que es la cooperación promovida o gestionada por poderes locales o descentralizados, esto es, por gobiernos subnacionales (ver AIETI, 2000 y Stocchiero, 2000) .
