La Ayuda Al Desarrollo En El Ámbito Descentralizado: El Retrato De Una Política Pública Emergente

Abstract

El concepto mismo de cooperación descentralizada es ambiguo. La Unión Europea utiliza un concepto más amplio, que hace referencia a un enfoque de cooperación más horizontal y participativo, protagonizado por cualquier tipo de agente distinto del estatal e incluiría, por tanto, a cualesquiera organizaciones y actores no estatales vinculados a las sociedades civiles del Norte y del Sur. Para otros, y es el término que más se emplea en España, la cooperación descentralizada sería aquella que surge de entes públicos no gubernamentales, aunque en ese caso se suele emplear el adjetivo “oficial”, para no crear dudas al respecto. De todos modos y aunque la cuestión no esté hoy en día claramente determinada, para nosotros la Cooperación Descentralizada o Cooperación Oficial Descentralizada (COD) será la financiada o gestionada desde los entes públicos territoriales autonómicos o locales.
