¿Cómo estimar la autonomía financiera municipal en el contexto cubano actual?

Abstract

En este artículo se exponen los fundamentos metodológicos de un esquema que permite analizar el grado de autonomía financiera municipal para contribuir a formular mejoras al proceso de presupuestación local en el contexto cubano actual. Se emplearon técnicas cualitativas como la evaluación y entrevistas a expertos, técnicas de trabajo en grupo y la cuantitativa con las estadísticas matemáticas y la econometría. Se propone un esquema para el análisis del grado de autonomía financiera, compuesto de cuatro pasos en que se diagnóstica, se identifican variables, se calcula y evalúa el grado autonomía financiera real y se propone un plan de acción con el fin de formular mejoras al proceso de presupuestación municipal.
