Inovação na administração pública: implantação da nota fiscal de serviços eletrônica no município de Rio Branco – Acre - Brasil

Abstract

Na atualidade, a Inovação na Administração Pública é fator indispensável para que esta possa atender a demanda pluralista e crescente da sociedade contemporânea. Entretanto, fatores inerentes ao setor público promovem um ambiente desafiador, que vão desde as limitações orçamentárias e financeiras, a existência de uma legislação que, muito embora busque garantir a eficiência dos bens e serviços públicos, acaba por vezes limitando os processos de inovação. Por este prisma, o presente estudo tem por objetivo analisar a implantação – ocorrida em 2014 – da Nota Fiscal de Serviços Eletrônica no Município de Rio Branco - capital do Estado do Acre, enquanto ferramenta de inovação na Administração Pública Municipal, no que tange os impactos ocorridos na arrecadação do Imposto Sobre Serviços de Qualquer Natureza (ISSQN). Sendo que, restou demonstrado pelos resultados da pesquisa que a Nota Fiscal de Serviços Eletrônica (NFS-e) corroborou para o aumento da arrecadação do referido imposto.
