Análisis del esfuerzo fiscal de las entidades federativas de México (1989-2011)

Abstract

Este artículo analiza la influencia de un conjunto de variables económicas, políticas y regionales sobre el esfuerzo fiscal de las entidades federativas de México en el periodo 1989-2011. A través del uso de un modelo multinivel en series de tiempo se concluye que 1) No hay evidencia para afirmar que existe una política de continuidad en materia de esfuerzo fiscal estatal, 2) la política de transferencias federales ha influenciado negativamente el esfuerzo fiscal de los estados, 3) ni el nivel de renta per cápita ni la posición geográfica de un estado influyeron sobre su esfuerzo fiscal y 4) si bien la alternancia política no impacta sobre el objeto de estudio, el partido político gobernante sí influye sobre el esfuerzo impositivo de los estados.
