Especialização tributária e desenvolvimento local em Mato Grosso

Abstract

O presente trabalho teve como objetivo principal analisar a existência de correlação entre a arrecadação tributária dos municípios de Mato Grosso em relação ao nível de desenvolvimento local. Foram utilizados dados do Tesouro Nacional do exercício fiscal de 2010, selecionando apenas a participação do IPTU, a cota do ITR e a receita orçamentária total. Calculou-se o Quociente Locacional (QL) de cada imposto (IPTU e ITR) para cada município. Os resultados indicam correlação moderada positiva do IPTU com o IDH-M e correlação ínfima positiva do ITR com o IDH-M. Conclui-se que nos municípios mato-grossenses que apresentam elevado QL de arrecadação de IPTU há maior grau de correlação com o desenvolvimento local. Sugere-se identificar a função real do ITR para o desenvolvimento municipal.
