Manuales de procedimientos y el control interno: una necesaria interrelación

Abstract

La importancia del Control interno en la actualidad establece como necesidad, integrar a los procesos normales de trabajo de la entidad, acciones extendidas a todas las actividades inherentes a la gestión, llevadas a cabo por las personas que actúan en todos los niveles, con la finalidad de proporcionar una garantía razonable para la consecución de los objetivos. El Manual de Procedimientos es utilizado para organizar y administrar el funcionamiento de cada una de las operaciones y actividades que se realizan de manera homogénea y que cada dirigente, funcionario y trabajador las conozca. Los Manuales de Procedimientos constituyen actividades de control diseñadas para detectar fallas e insuficiencias que conspiran contra el cumplimiento de los objetivos previstos en las entidades. Como resultado del presente trabajo se obtiene que el manual diseñado es una herramienta del Control Interno, al apoyar lo dispuesto en la Resolución No.60/11 de la Contraloría General de la República.
