La Burocracia y el Patrimonialismo: un conflicto cultural en la administración pública brasileña

Abstract

Este artículo está dedicado una introducción a la discusión antagónica de la burocracia contra el patrimonialismo en la administración pública brasileña. Para entender lo que es el fenómeno burocrático es necesario examinar el contexto histórico de la racionalización del trabajo y cómo esta se integra en la sociedad. También es destacable el enfoque weberiano de la burocracia en los aspectos políticos y administrativos del Estado, centrándose en el Estado brasileño. Para entender la racionalización de la administración pública en Brasil es necesario darse cuenta de que este es, sobre todo, una cuestión sociológica. Por lo tanto, se argumenta que, en Brasil, la racionalización de la administración pública se enfrenta serios obstáculos, derivados principalmente de su educación histórica y cultural - una tradición de patrimonialismo que se permea en el Estado, que se deforma y distorsiona la estructura gubernamental.
