Sustrato teórico del plan estatal de desarrollo de Oaxaca 2011-2016

Abstract

El objetivo de este trabajo fue identificar las teorías del desarrollo que subyacen en el Plan Estatal de Desarrollo de Oaxaca 2011-2016 y, para ello, se realizó una revisión exhaustiva del documento que lo contiene. Se identificaron diez teorías que son desarrollo sostenible o sustentable, desarrollo comunitario, desarrollo regional equilibrado, desarrollo rural, desarrollo territorial, desarrollo territorial interno, polos de desarrollo, desarrollo por etapas, desarrollo económico y social y desarrollo social y humano de las cuales solamente nos referimos a las dos primeras. Además, en el Plan también, se alude a la sustentabilidad ambiental, a la perspectiva comunitaria y a la comunalidad y, de los resultados obtenidos, puede decirse que, efectivamente, el Plan tiene su base fundamental en el desarrollo sostenible, presentado, en la mayor parte del discurso, como desarrollo sustentable.
