Abstract

La presente investigación fue realizada en la Unidad Presupuestada Hospital Clínico Quirúrgico Ginecobstétrico "Dr. Antonio Agostinho Neto" de Guantánamo basada en la elaboración del anteproyecto de presupuesto desde su base, lo cual respalda el incremento de la eficacia y la eficiencia que se ponen de manifiesto en los procesos de control. El mismo debe garantizar, desde la primera fase que el anteproyecto de presupuesto se construya desde el núcleo laboral al cual se someterá para el análisis de los trabajadores buscando que los colectivos de trabajadores tengan influencia directa sobre los números y conceptos de gastos que van a discutir.
