Abstract

El esquema de la reforma agraria en Colombia según los postulados de la Ley 160 de 1994, se orientó fundamentalmente a proporcionar alternativas económicas a los campesinos para reducir el flujo migratorio hacia las ciudades y concertar, como se lo había propuesto la primera Ley de Tierras en Colombia (Ley 200 de 1936), la solución del conflicto social que surgía de la disputa por la tenencia de la tierra. Años después de todas estas experiencias acumuladas a lo largo del siglo XX, la reforma constitucional de 1991 logró hacer el ajuste a través de la identificación de las necesidades programáticas y jurídicas contenidas en los artículos 64, 65 y 66 de la Constitución Política .
