Abstract

La nueva gestión pública, en el aspecto administrativo del Estado, es más una estrategia de cambio en la cultura y las prácticas organizacionales cimentadas en el recurso humano que una fórmula específica y definida por una cúpula jerárquica; un nuevo comportamiento gerencial, una nueva forma de razonamiento que ante la complejidad de los problemas y la necesidad de respuestas innovadoras y oportunas tenga unas estructuras y procesos sencillos que permitan una Aprilor cooperación, confianza y comunicación que eviten y superen los conflictos internos y solucionen las demandas que la sociedad plantea.
