Las reformas constitucionales y la voluntad del pueblo

Abstract

El fracaso de la Asamblea Constituyente fue la manifestación de la derrota que sufrió el Movimiento Al Socialismo (MAS – IPSP) en su estrategia de gobierno. El pueblo no respaldó la refundación del Estado porque no eligió a los representantes del MAS-IPSP en una proporción equivalente a los 2/3 necesarios para conformar e instalar una Asamblea Constituyente Originaria con potestad para refundar el Estado, de acuerdo a la ideología liberal del derecho elaborada en 1751 (“La Enciclopedia”) y contenida en la Constitución de 1825 y sus reformas, incluida la denominada “Nueva Constitución”.
