Abstract

Paraguay fue por mucho tiempo identificado a la dictadura del general Stroessner, llevado al poder en 1954 y destituido en 1989. El régimen militarista de Paraguay por sus símbolos, tropas desfilando al paso de la oca con el casco de la Wehrmacht, por sus prácticas políticas brutales que volvieron a surgir en la región como lo demuestra su implicación activa en el Plan Cóndor , dejo una imagen muy poco grata de este pequeño país de actualmente 5,5 millones de habitantes, situado en el corazón del continente sudamericano. País autárquico desde su independencia en 1811, y por mucho tiempo, Paraguay no escapó sin embargo a los vientos de la mundialización liberal. El golpe de estado contra Stroessner en 1989, la firma en 1991 del Tratado de Asunción -que creando el MERCOSUR, abre el camino a la integración regional,- y la adopción en 1992 de una constitución
