La Verdad sobre el Impuesto a los Precios Extraordinarios de los Hidrocarburos

Abstract

El siguiente artículo intenta iniciar una discusión necesaria sobre los errores que se han cometido en materia fiscal petrolera y cómo se intenta en la actualidad “remendar el capote. Para ello analizaremos el costo, en términos de ingresos fiscales petroleros no realizados, que ha supuesto el actual esquema tributario ante el escenario de precios de los últimos 10 años. Asimismo, intentaremos analizar como la propuesta de impuesto a la ganancia súbita o a los precios extraordinarios, viene a ser una especie de enmienda y que tipo de eventuales conflictos podría generar en el sector.
