Abstract

La conciencia social alcanzada por el pueblo es elevada, producto de la experiencia acumulada antes y después de la revolución de Abril, que cambió la estructura económica y la superestructura del Estado Semifeudal por la del Estado Revolucionario. Su carácter antiimperialista y anticapitalista hizo posible que se conformase un órgano de poder y una dirección político sindical como es la Central Obrera Boliviana, dirigida por el proletariado minero, que recogió y aplicó la ideología nacionalista revolucionaria: planteada, históricamente, por los sindicatos mineros e intelectuales (1926 - Tristán Marof agita la consigna “ Tierras para el indio y minas al Estado), el partido de Hernando Siles Reyes (1927 - nacionalización de los ferrocarriles); efectivizada por los gobiernos de David Toro (1937) que nacionalizó el petróleo y fundó YPFB, German Busch (1939) que estableció la entrega, en favor del Estado del 100 % de las divisas obtenidas por las exportaciones del estaño (nacionalización de las minas), los mineros en la tesis de Pulacayo (1946); y sostenida por la logia RADEPA y otras fuerzas.
