El Perú, entre el sueño obcecado y la protagónica realidad: la agenda regionalista

Abstract

La descentralización, y su versión política la regionalización, es una ancestral idea que ha estado presente desde un inicio en la historia del país, y probablemente tenga su raíz en la irresuelta confrontación ideológica entre unionistas y federalistas al momento de concebir el Estado nacional. Hoy, con menor agudeza este viejo asunto resurge, bajo un nuevo contexto, que no hace sino rebelar los antiguos problemas que confrontan a los peruanos, avizorando la posibilidad de establecer, por vez primera una reforma territorial y no solo funcional del Estado, como únicamente lo propone el actual gobierno del Perú.
