A dimensão territorial no planejamento do desenvolvimento turístico no Brasil

Abstract

This text analyzes the territorial dimension in the planning of the tourist development, comparing two models of regional growth: the growth pole; and the territorial and endogenous. The theoretical comparison is made tends as backdrop the model that has been adopted in Brazil from middles of the decade of 1990, centered in the implantation of the "tourist poles" in regions of the country. The model of the growth pole, that inspires the "tourist poles", privileges the aspects linked to the function of regional specialization, in the case the tourism. Its implementation happens to towing of investments exogenous that don't use, in an optimized scale, productive resources of local base. On the other hand, the territorial model and endogenous commends the prevail of the territory about the function, being considered, therefore, more appropriate to the planning of the tourist development, for propitiating a more effective endogenous degree of the benefits socio-economics generated in the process.
