La ruta del Niño en el Perú

Abstract

A fines del siglo XIX se conceptúa e investiga por primera vez en Perú el Fenómeno que se denominará desde entonces El Niño. Sin embargo, es recién ante la ‘extinción’ de la anchoveta a inicios de los 70’s y el desastre de magnitud global FEN 1982-83, que Perú inicia su activa asociación con la cooperación internacional para analizar científicamente el fenómeno. No obstante, a pesar del cambio de perspectiva; la aperiodicidad del fenómeno, su complejidad y nuestra debilidad institucional hacen que la ruta que sigue la información de nuestro sistema FEN no permita minimizar los impactos del desastre. A partir de la evaluación de los enlaces que se establecen entre las instituciones que conforman el Sistema FEN se muestra que el supuesto sistema, es sólo un conglomerado.
