El derecho a habitar la ciudad. El caso de la ocupacion de tierras en Tandil, Argentina

Abstract

La ciudad es la resultante de un proceso de construcción histórica que refleja las desigualdades socioeconómicas, laborales y políticas de los grupos urbanos de menores ingresos. La toma de terrenos y el desarrollo de asentamientos populares son la expresión territorial de cómo se materializa este proceso. En Tandil durante septiembre de 2015 un grupo organizado de 130 familias ocupó las laderas occidentales del Cerro Granito, un área urbana fiscal que supo asentar actividades mineras e industriales en el siglo pasado. Si bien desde años ha albergado familias de escasos ingresos, recientemente fue protagonista de una toma colectiva y organizada de terrenos, que al final el estado local con ayuda judicial frustro. Este trabajo describe esta ocupación como un caso de reclamo de las clases populares al derecho a la ciudad y el pedido de cambios en la política urbana de acceso al suelo y la vivienda por parte de sectores más humildes en esta ciudad.
