Desarrollo Sustentable Y Autogestiã“N Comunitaria Del Agua

Abstract

La administración de los recursos hídricos que las Juntas Locales de Agua Potable (JLAP) realizan para suministrar un servicio a pequeñas comunidades, se ha constituido como una alternativa sustentable. Los denominados por el Banco Mundial como Operadores Locales de Pequeña Escala (OLPE), se convierten en un ejemplo eficaz para una gestión más eficiente, democrática y transparente. Este modelo paralelo trata a los recursos naturales como bienes comunes que bien administrados mejoran la calidad de vida. Lo anterior es un paso importante no solamente en lo social sino en lo administrativo. Pese a las dificultades y ausencias institucionales, la eficiencia de los OLPE’s en la prestación del servicio de agua potable permite que comunidades rurales y periurbanas tengan acceso. Es así que los usuarios se empoderan, gestionan y administran el agua que se encuentra dentro de sus territorios, de manera tal que se garantiza el uso y disposición asegurando que el agua sea para todos, en virtud de organizaciones más democráticas e incluyentes.
