Lucha Urbana Por El Acceso Al Agua: Estrategias Ambientales De Sustentabilidad En La Elena, Argentina

Abstract

Este trabajo analiza las acciones colectivas asociadas al acceso al agua potable en el barrio La Elena, Tandil, Argentina, que presenta limitaciones geohidrológicas para el abastecimiento de agua subterránea, y dónde se han desarrollado procesos de urbanización coincidentes con la zona de cabecera de cuenca. Se expone este caso como ejemplo de que muchas veces los movimientos sociales se constituyen procesos con alta productividad social e institucional que se traducen en mejoras en las capacidades colectivas de lucha. Para la producción de conocimiento sobre el caso se emplearon la observación documental en periódicos locales, sitios Web, archivos públicos y privados, y las entrevistas en profundidad. Se concluye que la lucha constante y efectiva de los vecinos de La Elena ha constituido una estrategia de empoderamiento y ha permitido avanzar en el logro de mejoras de las condiciones ambientales originales.
