El Efecto Tributario En El Sistema Educativo Ecuatoriano

Abstract

El modelo económico en que vivimos nos exigen ser más competitivos y responsables con la sociedad, por esta razón los gobiernos buscan nuevas medidas económicas o políticas fiscales de ajuste, por medio de reformas al Régimen Tributario; el cual no solamente tiene como objetivo recaudar ingresos necesarios para financiar el gasto público, sino también como instrumento de política económica general, estimulando el ahorro e inversión, incentivar el empleo, evitar la contaminación ambiental, incrementar la producción y una adecuada redistribución de la riqueza. También se ha logrado grandes cambios en la edu­cación ecuatoriana mediante un marco legal que los legitima e impulsa esta transformar y este marco legal está conformado por la Constitución de la República (aprobada en 2008), la Ley Orgánica de Educación Intercultural (que entró en vigencia el 31 de marzo de 2011), y el Reglamento a dicha Ley (que está vigente desde el 26 de julio de 2012), ya que el sistema educativo ecuatoriano se rige por los principios de unidad, continuidad, secuencia, flexibilidad y permanencia; en la perspectiva de una orientación democrática, humanística, investigativa, científica y técnica, acorde con las necesidades de la comunidad, por lo tanto hacen necesarios los profundos cambios que se requieren para mejorar sustancial y sosteniblemente el servicio educativo para alcanzar la sociedad del Buen Vivir.
