Abstract

La pobreza estructural es un concepto emergente, donde se combinan dos criterios para medir la pobreza, la línea de pobreza, que imputa la condición de pobre a la población que recibe ingresos insuficientes para sustentar el costo de un estándar mínimo de consumo , el segundo es el enfoque de las Necesidades Básicas Insatisfechas (NBI), que describe a la pobreza con carencias inherentes a ella, como la vivienda, nutrición, acceso a la salud, educación indicadores independientes a la del ingreso; La pobreza crónica o estructural se refiere a deficiencias de infraestructura y de ingresos.
