Análise do conteúdo informacional das manifestações de gestores municipais sobre achados de auditorias e fiscalizações no Brasil

Abstract

O presente estudo buscou analisar o conteúdo informacional dos relatórios de fiscalização do Programa de Fiscalização de Entes Federados (FEF) da Controladoria-Geral da União (CGU), no Brasil. A CGU é o órgão do Governo Brasileiro responsável pelas atividades de auditoria interna, correição, ouvidoria e combate a corrupção, na esfera federal. O FEF é um programa da CGU que acompanha e fiscaliza os recursos federais repassados a estados e municípios brasileiros. Nesse sentido foram aplicadas técnicas de mineração de textos e análise de conteúdo para extrair trechos referentes às manifestações dos gestores municipais nos relatórios de fiscalização. A amostra contou com 67 relatórios de fiscalização referentes ao 3º Ciclo de fiscalizações do ano de 2016, onde foram analisados R$ 1,5 bilhão de recursos federais transferidos a municípios da amostra.
