Análisis de la institucionalización de la evaluación de políticas, programas y proyectos de desarrollo en Ecuador (2014-2017)

Abstract

La institucionalización de la evaluación de políticas, programas y proyectos juega un papel importante, aporta información para la mejora de la gestión pública. Los procesos evaluativos previenen y mitigan problemas que requieren la intervención pertinente, efectiva y sostenible de los poderes públicos. Esta investigación buscó determinar el estado de la institucionalización de la evaluación en Ecuador, durante el período 2014-2017. El análisis normativo de la Constitución del Ecuador muestra a la evaluación como un principio que rige la Administración Pública. Existe una normativa con criterios de evaluación con alcance nacional; sin embargo, no se orienta hacia una evaluación programática ni de impacto, no es autónoma, carece de estándares mínimos de calidad y fuentes de financiamiento. Su uso queda restringido a quienes deciden sobre la planificación, dirección y legitimación de programas y proyectos de interés público. De acuerdo al análisis cualitativo, la sociedad civil no participa ni demanda evaluaciones, excepto ciertas organizaciones del tercer sector. Tampoco existen programas integrales de formación profesional y certificación de competencias profesionales en evaluación.
